Sure, it's been stated over and over again that the reasons for doing this are:
1. Absolute submission of the horse at all times.
2. Pushing the horse to work under such extreme conditions makes the "normal" conditions seem "easy" to the horse (like running with super heavy ankle weight is supposed to make people run faster when they take them off).
3. Supposedly makes the horse very much stronger quicker -- the debate being stronger in what muscles?
And honestly, anyone seeing Edward Gal and Lingh in the WC can testify that the horse NEVER faltered, NEVER resisted, NEVER showed any opinion whatsoever, right? It does produce what it is intended to produce, which is horses who do not question their riders and perform with "electric" responses. Of course, slaves who are beaten for hesitating to respond to their masters' requests are also very responsive and don't question their orders... at least the ones who didn't fight back until they died or were sold.
I agree with Mark, go higher than Anky. Go to the FEI -- directly to Marietta Withages first because obviously her subjective view of what constitutes "Happy" comes from a House of Horror.
