Over about 25 years Mr. Thelwell drew about 1,500 cartoons, including 60 front covers, for Punch, which is no longer published.
Mr. Thelwell was born in Birkenhead, a small industrial town in northwest England, on May 3, 1923. He joined the army in 1941 and served in Britain and India during World War II, taking his sketchbooks wherever he went. He later attended Liverpool College of Art and in 1950 began teaching design and illustration.
His first cartoon for Punch appeared in 1952. His trademark became an image of a little girl riding a fat pony. He began illustrating full time in 1956. His first book, a collection of his cartoons titled "Angels on Horseback," was published a year later. His 32 books have sold more than two million copies in Britain.
Mr. Thelwell blended sharp social comment with quirky humor in his cartoons, which often focused on British character traits.
He is survived by his wife, Rhona, and two children.
